A single VOIP line can support multiple phones, when a call comes in both will ring at the same time.
It's a concept that's hard for freespeech newcomers to grasp, you can have more than one phone attached to your VOIP line. Because the line supports simultaneous calls both phones could also be talking at the same time.
If somebody calls your number both phones will ring at the same time, whichever picks up 'wins' the call. Freespeech phones are portable, so they can be in totally different locations, for example one at home and one in the office.
All phones share the SAME line and hence the SAME number and SAME voicemail and preferences.
